As stated before almost all meters have a leak indicator that moves with even he smallest flow.

Next inspect the low flow indicator if it is moving you have a leak.
If you have one of the more modern meters there will be a small black disc in the centre behind the glass that.
That tells me the leak is in the house not between the meter and the house outside.
Observe the water meter readings.
It is usually but not always red as indicated in the photos below.

If it is moving you likely have a leak.
Sometimes it s in the middle of the sweep hand sometimes off to the side.
