If you power the magnet with the expected current voltage the valve will open and the water will flow.
They take a 0 10 v input signal as control and will rotate the vale.
When current is flowing in the magnet it creates heat.
The motorized valve in blue is installed in parallel with a manual valve.

These are commercial type valves used to control water in heater systems and such.
There will be no interrupt signal seen at the pin 2 of the arduino and the count of the flow frequency will be zero.
